  • Byron E. Price, PHD is a professor of public administration at Medgar Evers College of the City University of New York in Brooklyn, NY. He formerly served as an associate professor of political science in the Barbara Jordan-Mickey Leland School of Public Affairs at Texas Southern University (TSU) in Houston, Texas. Dr. Price spent five years at Rutgers University-Newark at the School of Public Affairs and Administration where he served as an assistant professor and director of the MPA and Executive MPA Programs as well as a number of other leadership positions including serving as the Associate Director of the National Center for Public Performance and Editor-in-Chief of the Journal of Public Management and Social Policy. A leading scholar in the field of prison privatization, he is the author of the book, Merchandizing Prisoners: Who Really Pays for Prison Privatization published by Praeger Publishers in March 2006 and the coedited 3-volume set entitled “Prison Privatization: A Controversial Industry” by Praeger Publishers, September 2012.  Price is a product of the Lemoyne Gardens Housing Project in Memphis, TN, a housing projects profiled on the History Channel’s Gangland series. Through hard work, steadfast support from family and friends, Price has proven that education lifts all sails. He received his BS and MPA from Texas Southern University, an MBA from Oklahoma City University and a Ph.D. in Public Policy and Administration from Mississippi State University.
  • Tamecca Tillard is the Founder & General Manager of Element 9, a MWBE strategy firm specializing in civic innovations. During Mrs. Tillard tenure, Element 9 was awarded the Soaring Eagle award for the Family Advocacy Program (FAP), which also led to influencing First Lady Michelle Obama’s military family initiatives. Mrs. Tillard is a resident of BedStuy and has deep civic roots throughout the community. Mrs. Tillard is a passionate education activist and lends her voice and service to TFOA Professional Prep charter school as a Trustee and is the Founder of Learning Curve, a STEAMD business incubator for teens. Mrs. Tillard also served on Community Board 3’s Economic Development committee crafting and implementing small business workshops and strengthening ties to the private and public sectors. Mrs. Tillard was a 2012 Coro Leadership New York Fellow. Mrs. Tillard holds a Bachelor in Urban and Environmental Planning from the University of Virginia School Of Architecture and a Master of Public Administration from the Harvard Kennedy School of Government.
